Original audit rule was a negative look ahead, where as the RuboCop audit was implemented as positive lookahead. This PR Fixes it.

original audit rule:

if line =~ /ARGV\.(?!(debug\?|verbose\?|value[\(\s]))/
   problem "Use build instead of ARGV to check options"
end
