Ultra getting throttled? "Server Capacity"

I'm using my single Ultra account and keep getting throttled with a pop up attached every 1-2 minutes. Is this normal? My rate limits appear to stay at 100 percent...

Yes multiple. Sticky and false on pid seemed to have worked for me and using opencode platform not the terminal
