Add API to copy signal profiling data to be used by tools

@jomadsen_amdeng I ended up adding the new API as part of the Amd Extended function, but as a tools only function (similar to the queue hsa_amd_queue_intercept_register function). Let me know if this works for you. I am also ok with changing it to a TOOLS_API function. |
