Not sure whether this should go in as an issue, request, enhancement or discussion, since i see this as everything what i just said.
The Scoop automatic update should be disabled when testing/installing apps from within local system. When i try to install some test app manifest, that i wrote and did not upload it yet to the repo/bucket, if it takes longer for me to write and fix it the scoop starts updating itself and the buckets again and since i got a load of them it takes ages to do so (let's not forget about various buckets that have merge conflicts, ...). I would propose to modify the relevant Powershell scripts to not update the self and buckets if one is installing app from local system, like Desktop, Downloads, ... It is no point in doing so, just a waste of time to wait for all of that to execute...
