Replaced SOE with MOXIE Removed extender parts since I couldn't reproduce the problem they were meant to fix.
Changed Algae to use CO2. It's not strong enough to replace a scrubber, and should run all the time instead of competing with the real scrubber. Scaled MRP to produce enough Oxygen for 3 crew. Fuel production sized process can be added to dedicated ISRU part when we get there. Removed Waste Incinerator to cut down on the process clutter in the chemical plant. The new Waste Processor fills the same role.

Filled out most of the life support loops up to present day.
Added ECLSS and chemical plant extenders to allow more throughput without adding more process buttons. Also fixes a current problem where adding 2 units with the same process quadruples the process since each adds both a process and a pseudoresource modifier.
