Pattern Data window vertical scroll position is not local to the window

Hello!

I've noticed that the scroll position of Pattern Data window is not local to the window. Instead, it seems like the pattern data scoll position is global. Is there a setting that can change this behavior? If not, is this the expected behavior?

They say a picture is worth a thousand words so a video must be worth... more? Anyways, here's a screen recording of the behavior:
