timedatectl keeps on resorting to access denied even as root

hello, i am very new to debian, i only used linux mint, that was once- anyways.. ive been needing to change my time on debian because its off by 17 hours, and everytime i run timedatectl set-timezone America/New_York it spits out this: Failed to set time zone: Access denied. Anyone have a fix?

This is the solution:

sudo dpkg-reconfigure tzdata
sudo apt update
sudo apt upgrade
sudo apt install systemd-timesyncd

And reboot after that.
