Inadvertently committed binary?

Whilst attempting to update to v18.3.0 a diligent CI robot pointed out that there was new binary file in the vendored dependencies. This file is https://github.com/apache/arrow-go/blob/v18.3.0/arrow/tmpl this was added in #326.

A cursory glance suggests it is a complied version of arrow/_tools/tmpl that has been committed by mistake. Shipping random binaries in one's releases is probably a bad idea at the very least it makes the download 6MB bigger than it needs to be.

huh, you're right, that definitely shouldn't be there! thanks for pointing it out. I'll remove it and we can do a patch release without it.
