Dex Token Exchange - 404 hitting /api/dex/token

I followed this guide to setup Token Exchange within Github Actions with an ArgoCD installation in a KIND cluster.

However, when I hit https://localhost:8080/api/dex/token (through kubectl port-forwarding)

This is after getting a 415 Unsupported Media Type and having to follow this issue to enable all media types: http://github.com/argoproj/argo-cd/pull/17331/changes

I honestly don't know what going on. The argocd-server logs don't indicate anything is wrong.
