Equivalent of ESLint's `turbo/no-undeclared-env-vars` #8367

Turborepo has this rule to ensure that used ENVs are specified in the turbo.json file.

Turbo is a big player nowadays so it would be great if Biome supports it.

I would be happy to add it but I don't know Rust, so I would mostly Claude it.
