feat(transform): Add Send to AWS EventBridge

Description

• Adds Send transform for AWS EventBridge (closes EventBridge Bus Support #114)
• Adds support for AWS SDK v2
• Updates Terraform module for AWS EventBridge

Motivation and Context

This closes #114 and makes progress on #116. AWS SDK v2 configurations are identical to the implementation for SDK v1.

How Has This Been Tested?

Tested E2E using the EB Lambda Bus example.
