Support simple expand ROM

Allow the user to expand or trim the ROM by entering the required size.

Wanted to post the same suggestion specifically for SNES ROMs, I really miss this feature at the moment. It's the only thing that Unipatcher still needs and then I won't have to use my Windows computer anymore.
