Rpm-ostree override replace base kernel package results in: Error opendir(usr/lib/rpm-ostree/tmpfiles.d): No such file or directory

Currently using the command rpm-ostree override replace /root/kernel*.rpm where the kernel was downloaded successfully. Finding this result in our test pipeline logs

This looks like #4746 which is fixed in 2024.1 - are you sure you're using that version?
