Add support for desktop notification when going offline

Would like to get notified when nchat is no longer connected. An offline_command config would also work

Hi @ctrl-q - thanks for suggesting a feature. Support for this has been added in 0a9f53d / v5.10.10. It's disabled by default so you'll need to edit ~/.config/nchat/ui.conf and set desktop_notify_connectivity=1 to enable it.
