Add "Collapse All"/"Expand All" buttons in the trace page

Consider adding "Collapse All"/"Expand All" buttons in the trace page to facilitate recursively collapsing and expanding spans — helpful when a trace contains a large number of spans.

I guess you want collapse to collapse recursively up the tree ie collapse every parent.

OK what we want for a first PR is this, summarizing for clarity

1. there are two separate commands on the Trace page: Expand All and Collapse All, that do said action on the tree
2. Both commands are always enabled
3. they are not buttons, they are items in a dropdown menu similar to existing menu on the Console logs and Resource tabs
4. in the menu are these icons: Icons.Regular.Size16.ArrowExpandAll Icons.Regular.Size16.ArrowCollapseAll as well as the text
5. Collapse All and Expand All should be localized

Out of scope at the moment: remembering state.
