Log docker system info in CI

Follow-up to #19460 (comment) and #19475

I think this is useful, but in general you can discover installed software in the log of each jobs: https://github.com/element-hq/synapse/actions/runs/22151401807/job/64043495267#step:1:18

👍 I followed those links to deduce and confirm the problems but we also have to assume they are correct and don't know exactly what's running in our containers without this sort of thing
