Optimize VSCode ext with runtime in devcontainer #2
Description
The VSCode C# Dev Kit requires a version of the 7.0.x runtime to be installed. To optimize this in codespaces instead of a post-create command, using the dotnet devcontainer feature will help add this to the build.
