Updates devcontainer to 8.0 tag (not preview), and also gets the runtime feature for the VSCode extension to pre-load it

This fixes #1 and fixes #2 by doing the following:
-previewtag for the image, using the base8.0tagged image which carries forward better updates beyond preview
