Why some excerpts didn't show?

I noticed that some of the card show Excerpt and some are not, is it intended or a bug?

I tried refresh it (and opening new tab in incognito mode to make sure no cache, etc) but still same:

In the screenshot, the "Liang Wenfeng" card has a custom excerpt, but it is not shown.
