Specifying usage instead of cargo:usage-cli on Windows makes mise fail resolving binary paths.

Does not work on windows:

Workaround that works on windows (and keeps Linux installations as is):

[tools."cargo:usage-cli"]
version = "latest"
os = ["windows"]

[tools.usage]
version = "latest"
os = ["linux"] # mac os users may add "macos"

It should be noted that both are listed as the same tool here and mise use usage@latest is shown as the main command to install, which will fail on windows.
