Specifying usage instead of cargo:usage-cli on Windows makes mise fail resolving binary paths.

Once aquaproj/aqua-registry#48701 is merged and a new mise release is cut, you won't need that workaround. |

Does not work on windows:
Workaround that works on windows (and keeps Linux installations as is):
It should be noted that both are listed as the same tool here and
mise use usage@latestis shown as the main command to install, which will fail on windows.https://mise-versions.jdx.dev/tools/usage
