nextControlIcon is placed under the button tag in the carousel

Given that this is the default in mantine, is there a way to fix this? Not every sub-tag can be placed inside a button, like the a tag:

When we use the nextControlIcon prop, shouldn't we expect it to completely replace the default component?

The prop is called nextControlIcon – it replaces the icon of the next control. If it was called nextControl, then yes, it would be logical.
