How to make act utilize Docker BuildKit capabilities?

Hello,

Whenever the Dockerfile within an action.yml file is containing COPY --chmod=755 [...], the run is failing.

I've tried enabling the docker buildkit by referring to this documentation, but didn't worked.

The error is as follows:

Is there any way to make act utilize the buildkit?
