Prettier tries to correct the changelog.md from auto-release

• prettier has some different ideas about whitespace and edits the file

It's possible (though I don't know) that this will lead to some bot-tug-of-war every time we release where auto adds the whitespace back in, and then prettier removes it on the next PR. I'd say we just avoid that and

• create a .prettierignore file: https://prettier.io/docs/en/ignore.html
• add CHANGELOG.md to this file (and so far nothing else)
