Currently, in Branch Rulesets, the "Require branches to be up to date before merging" requirement is dependent on "Require status checks to pass".
This coupling is problematic for workflows where we want to enforce that the PR branch is up-to-date with the target branch (to prevent drift), but do not necessarily require a specific Status Check to run (e.g., auto-commits by bots or CI-skipped updates).
Request: Please decouple these settings in the Ruleset configuration. We need the ability to enforce "Require branches to be up to date" as a standalone rule, regardless of whether status checks are configured or triggered.
