Add bech32 encoding/decoding

This encoding is used by nostr and some crypto currencies to encode keys and notes with a meaningful prefix and extend the hexadecimal wordability. This can be compared to base64 but it's just different :D

Hello, I think I've successfully implemented bech32 but I don't know how it should be used.
Should I add this to rax2 or directly in radare2 ?

My code comes from the example code of BIPS 173.
