Stabilize `+headersResponse` and `pageContext.headersResponse`

Both are beta features, see https://vike.dev/headers#response.

Let's stabilize them after:

• We're done with the Photon migration
• We've implemented vike-auth and vike-better-auth

Let's then also remove +cacheControl or make it a boolean.
