feat: rewrite release script with fixed sequence

- Fix critical sequence issue: commit BEFORE publishing
- Ensure repo never gets dirty if publishing fails
- Add proper error handling and rollback guidance
- Remove cargo-release dependency (too complex)
- Simplify to reliable manual approach with better git operations
- Add comprehensive dry-run support
