[Feature]: Upgrade Python version before release #54

🚀 The feature, motivation and pitch
Currently, this project is still on Python 3.8-3.12. We should upgrade to Python 3.10-3.13 to match upstream vLLM before making the release.
Edit: We have decided to base the initial release on v0.11.0. So this issue will be resolved in the next release.
