[2.1] Create new migration for change `level` column in logs table

1. This commit should be reverted.
2. There should be new migration that changes column type.
3. Raw SQLs should be also adjusted.

No need to touch the files in /framework/log/migration. They already define the "level" column as "integer".

@samdark this should actually be moved under the https://github.com/yiisoft/log project, because the changes affect directly that repo, not yii-core.
