ResizeHandleRow - allow overriden column scale parametr

Description

By creating resizble columns using this way:

with ResizeHandleRow():
    with gr.Column(scale=4):
        ...
    with gr.Column(scale=3):
        ...

Current implementation ignores scale settings. This PR fixes it
