Failing Macos notarization

@TimeToBuildBob notarization is failing since the last PR merged. check the logs, suggest a fix, test it on your own fork first then make a PR after you are sure it works.

I investigated the CI logs. Here's what's happening:

Root cause: Apple Developer Agreement has expired or a new agreement needs to be accepted. The error is:

HTTP status code: 403. A required agreement is missing or has expired.
This request requires an in-effect agreement that has not been signed or has expired.
Ensure your team has signed the necessary legal agreements and that they are not expired.

This comes from xcrun notarytool submit during the make dist/notarize step. Both macOS runners (macos-14 and macos-latest) hit the same error.

Fix needed: Someone with access to the Apple Developer account needs to log into developer.apple.com and accept the updated agreement. Once that's done, the CI should pass without any code changes.

Note: This is a pre-existing issue on master — not caused by any recent PR merge. The build, test, and packaging steps all succeed. Only the notarization step fails because Apple's API rejects the request.

@ErikBjare Heads up — the Apple Developer agreement needs renewal for AW's macOS notarization to work again.
