Enable TLS 1.2+ on Android < 5

This is to restore compatibility with Android 4.4 and older, now that the Wikimedia project enforce at least this level of HTTPS protocol.

This is feasible, as TLS 1.2 and TLS 1.3 are available on Android 4.4. This is very low priority, though, unless there's a number of users unable to use the tool for this only reason: there is no good reason to continue using Android < 5 these days.
