Allow selecting base themes as well

Allow selecting themes from the base folder C:\Windows\Resources\Themes as well. Currently, the program does include default themes in its listing, but any additional themes added to that folder will not be recognized. The only workaround is to build a new custom theme using the new theme, then save it to C:\Users\[User]\AppData\Local\Microsoft\Windows\Themes for it to be selectable in the program.

Hm, maybe we should simply search for the files in that folder, and get the names out of the data, like we do with the other folder...

Well, I have a nice PR with fixes. Just wanted to get back to the use case: how common is it really to save non-standard themes in this folder, @dreadbalaur ?

I say, very common to those who use those themes? Almost all user-made themes will be placed in C:\Windows\Resources\Themes because they contain .msstyles files at minimum.

Why not saving the USER themes in the USER theme folder?

@Armin2208 because you are confusing different things.

• A user theme is simply a layout config file (.theme) created through the Personalization tab. It contains settings on the selected theme, color settings, wallpapers, sounds, and cursors. For the actual theme, Windows 11 only ships with the default Windows 11 and Aero themes.
• A user-made theme is a new theme. So it is a bundle containing .msstyles files, wallpapers, etc... for various elements of the Windows UI, including the shell. They do come with default layout configs (like all the .theme configs that the standard themes have) so you can switch to them quickly after installation.
