Move fisherman from being an RPC overlay (FISHERMAN_MODE=true injected into the RPC release) to a dedicated helm release controlled by FISHERMAN_REPLICAS. This ensures the RPC node stays a pure API node and fisherman runs in its own pod with its own p2p port.

This PR recreates changes that were already merged via #22183 (merged Apr 2 via merge-train/spartan). My workspace was cloned at a stale commit that predated the spartan merge train landing on next. Sorry for the noise."
