Updates the @azure/web-pubsub-client changelog to publish release notes for version 1.0.3.
Changes:
- Replaced the prior unreleased header with a dated
1.0.3release entry. - Documented new features (server event invocation, app-layer keepalive), a bug fix, and dependency/runtime changes.
