Support CosmosDB conditional update

Add ability to use the conditional update mode of the partial document update feature

The REST API supports this via condition: https://learn.microsoft.com/en-us/rest/api/cosmos-db/patch-a-document#conditional-patch-operation

It seems like support could be added by introducing the condition field as a String here:

Ideally, it wouldn't be a string, but also some kind of strongly-typed builder which produces the filter string, to prevent issues caused by typos in the SQL expression.

Just to close the loop on this: We generally avoid doing this kind of thing for a complicated format like SQL, since it would require the client to "keep up" with all the features the backend supports. Letting it be a string means that the client can always be used to send any valid condition to the backend, even if that condition uses a feature added after that client was released. If a strongly-typed builder is something you'd like, it could always be a separate crate.
