Instead of just randomly wandering around, the AI should assign tasks to units.

To some extent, this depends on the Tile Visibility tasks around exploration, and this should be done after those tasks if possible. "Explore places" will be one of these tasks (technically, "defend city" is an already-existing one).

Envisioned tasks include "defend strategic area/resource/chokepoint", and "join up to form a stack to attack with".

This does not yet include the scope of actually using those units offensively. Whether that is included in Carthage is TBD.
