Erroneous proposals can't be closed once passed

Sometimes a DAO passes a proposal but realize after that it has a mistake. In some of these cases, it would be ideal to forcibly close the proposal to prevent it from being executed, instead of just hoping none of the members execute it.

I think we should add the ability for the DAO to be able to forcibly move a passed proposal into the closed state to prevent it from being executed.
