loud after 2-3 second silence #16

Hey,
I am having this issue, well more like an annoyance.
Let's say in a video a person is talking and he stops for 3 seconds.
In that 3 seconds, it's silence (maybe a little wind sound).
Then when he starts talking again the sound is very loud and adjusts to being normal in a second. This negates the purpose of this preset. But that initial punch of a sound is really hurting my ears.
I don't wanna sound ungrateful. This preset did help me when there was no other option for loudness equalization.
Is there any way I can fix it? This would really help me out.
