Add ability to specify parameters via cfg

Add option to specify parameters through cfg rather than command line. E.g., https://github.com/E3SM-Project/e3sm_diags/blob/main/e3sm_diags/parser/core_parser.py#L809

(This should be another method of specifying parameters; we should still be able to specify them on the command line too).
