Describe the algorithm lifecycle for OGC EOAP

The documentation should describe the algorithm's life going from the development of an OGC EOAP to making it available as a service through an OGC API Process and the ESA Network of Resources. The flows from https://github.com/ESA-APEx/apex_design/blob/main/propagation_flowcharts.qmd can serve as input for this ticket.

Work started on a new branch ogc-eoap-lifecycle (local for now), that will include:

• a new page "EOAP based services" for the "On-demand EO services" introductory section
• eventually, also a new page "Upscaling EOAP based services" for the "Guides" section
  and updates to:
• algorithm support (propagation) on-demand services
• guides / eoap_writer_guide (main placeholder for EOAP lifecycle / propagation flowcharts)
• guidelines (propagation) / service_development
