Reviews PRs to insure that they include

1. A inactive badge
2. A link to a similar project to forward users.

And then merges them and transfers ownership to github.com/googlearchive
This would require dpebot have admin on GoogleCloudPlatform, as well as googlearchive, so this may be more of a FR for Google Admin, or we'd have to increase the permissions of dpebot
