Add displayFullDates settings in admin and use it to display dates in taks/event

• display the full dates (day + day of the month + month name) in event and add year in detail
• add a new setting (toggle switch) in event admin which toggle the full dates display in the event
• also add this setting in organization and apply it on new event

Merging without test passing, I'll need to make another PR and re-do the E2E setup (storage emulator are available now, so we could run the test all on emulators I think? )
