Tools are not always loaded to be selected

🔁 Steps to Reproduce

1. Go to https://agentstudio.dev-us.servicesessentials.ibm.com/create/mcp-servers
2. Select all MCP Servers manually or select tools and than MCP servers
3. Check Associated Tools

🤔 Behavior

Tools are no longer loaded.
The loading of the tools is not always done properly.

Tools should successfully filtered by MCP Servers.
