[Navigation Drawer] Use the Popover/Dialog API as a basis for the component

Migrate the navigation drawer to use the popover API (in docked mode)/native dialog (overlay mode) as bases for the implementation. This would prevent issues around z-index stacking since both use the top-layer of the browser.
