Adds a new
AtomicRefclass to the experimentalkernel_ifacemodule to mimicsycl::atomic_refclass. The class includes Python functions to simulate the atomicfetch_*functions in SYCL.The
AtomicRefclass is also overloaded and an overloaded implementation is provided for the class constructor and thefetch_addmethod was also added.UPD: one bug was introduced/discovered along with a workaround: #1262
