Add PC Engine CD / TurboGrafx-CD support

PC Engine CD games (.chd, .cue/.bin files) currently get detected as Arcade. Would be great to support CD games in addition to the HuCard titles.

Note: .chd files are used by multiple CD-based systems, so this will need folder-based detection to work properly.
