We would have to backport it in utf8proc first to 2.10.x etc., I guess? Julia 1.12.2 is currently using utf8proc version 2.10.0, so we wouldn't want to update it to 2.11.x. |

But presumably it should be backported to the release-1.13 branch at least? That one is still at utf8proc 2.11.0 |

Bumps utf8proc from 2.11.1 to
2.11.22.11.3, incorporating a bugfix JuliaStrings/utf8proc#317 to a Hangul character and correcting a buffer overrun with a rarely-used option (JuliaStrings/utf8proc#323).
