Give users the option to not create the EnvoyFilter

The existing EnvoyFilter created by the operator will always be inserted right before the router. This ensures the most consistent behaviour. There could be use cases where a user wants another filter to be the last one to run before the router. In these cases it might be useful to not create the EnvoyFilter

Rather than a simple boolean to skip creation, consider letting the user define an EnvoyFilter Patch.Operation.
