What:

• Deploy the backwards compatible Hackney.Core.JWT changes.

Why:

• To clear out development for other work, but also to see whether staging pipeline is good shape as well.

Notes:

• This merges PR Update the JWT core package to get the latest Token Factory that supports Cognito token. #121 from development to master.
• The backwards compatibility for these changes has already been tested across all of the environments on Repairs and Housing Interim APIs.
